Ngoma: Missing head of slain Genocide survivor found

The missing head of a Genocide survivor who was murdered on November 14 in Ngoma District was found in a pit latrine where it had been thrown, a representative of IBUKA, the umbrella organization for Genocide survivors’ associations in Ngoma District, told The New Times on Monday.

A survivor of 1994 Genocide against the Tutsi, Pauline Nduwamungu, 66, was murdered in Akabungo village, Rubago cell, Rukumberi Sector.

Nduwamungu who was beheaded between 13:00pm and 14:00 pm, lived with a school child, Omar Biseruka, the IBUKA representative in Ngoma District, explained.

Her headless body was found in a compost pit at her home.

“Investigators are helping us because they have made arrests of some suspects as part of investigation which is ongoing. Her head was found yesterday [Sunday] night in her toilet in which the killers had thrown it,” Biseruka said.

The New Times’ questions about the arrests and ongoing investigation were not answered by Rwanda Investigation Bureau (RIB).

“We are waiting for findings from Rwanda Investigation Bureau. Meanwhile, Genocide survivors should remain calm as leaders, security organs and investigators are doing their job to help us with this case. We urge residents and neighbors to share information that could lead to the arrest of to the criminals and about any other threats and attacks against Genocide survivors,” Biseruka noted.

He added that Nduwamungu had not been buried by Monday as investigation was still being carried out.

The date for her burial will be announced after the RIB investigation, he said.

The Minister of National Unity and Civic Engagement, Jean Damascene Bizimana, while addressing the 17th forum of the Unity Club Intwararumuri on Saturday at Kigali Convention Centre, called for stronger efforts to end attacks on survivors of the 1994 Genocide against the Tutsi.

ALSO READ: Over 230 arrested for genocide ideology in 100 days

“Over the past three months we have reported attacks and threats targeting Genocide survivors. Some attacks are carried out by Genocide convicts who were released after completing their sentences while others are committed by people from families of Genocide convicts,” Bizimana said, citing the case of Pauline Nduwamungu.

He said three such attacks were recorded in August in Nyaruguru, Karongi and Ruhango districts.

    Trend of genocide ideology cases

The Minister said that although the number of genocide ideology and related crimes have decreased by 14 per cent of the past four years, “there are still genocide ideology and divisionism cases which we have to eradicate.”

In April this year, figures from RIB from 2019 to 2023 indicated a notable decrease in genocide ideology cases by 13 percent, Genocide denial cases by 89 percent, and cases of trivializing or minimizing the Genocide against the Tutsi by 75 percent.

In 2019, there were 128 genocide ideology cases, which decreased to 69 cases in 2020, followed by an increase to 88 cases in 2021. A drop to 56 genocide ideology cases was reported in 2022, before an increase to 87 cases in 2023.

Up to 24 cases of Genocide denial were reported in 2019, before decreasing to 11 in 2020. 12 cases were reported in 2021, 14 cases reported in 2022, and 11 in 2023.

Cases of trivialization or minimizing of the Genocide against the Tutsi followed a similar pattern, with 51 cases reported in 2019, before dropping to 26 cases in 2020. 26 cases were reported in 2021, decreasing to 18 cases in 2022, and rising to 25 cases in 2023.

However, the RIB figures indicated an increase in crimes related to concealing, destroying, eliminating, or degrading evidence or information related to the Genocide. These crimes had risen by 120 percent. These cases rose from 44 in 2019 to 97 in 2023.

The above genocide-related cases involved 3,563 suspects, RIB said.

One Year On, No justice for Kizito Mihigo

Some 40 genocide survivors and their friends petitioned the Rwandan President, Paul Kagame, a year ago, calling for a joint-international inquiry into the assassination of their fellow genocide survivor, Gospel Singer, and Peace activist Kizito Mihigo. One year on, our call remains unheeded so far.

    February 21, 2020

To:  His Excellency Paul Kagame, President of Rwanda

RE: Request for a Joint International Investigation into the Death of the Tutsi Genocide Survivor, Gospel Singer and Peace Activist, Kizito Mihigo.

Following the tragic death of Kizito Mihigo inside the Rwandan Police detention facility, early this week, we, the genocide survivors and undersigned friends, urge the government of Rwanda to launch a joint-international investigation into the circumstances leading to the controversial death of Kizito Mihigo.

A short public statement issued by the Rwanda National Police, February 17, stated that Kizito Mihigo took his own life while in police custody located in the capital Kigali.

Like many Rwandans, and non-Rwandans alike, we received the news of the sudden death of Kizito Mihigo with great shock, disbelief and some degrees of suspicion.

Contrary to the conventional wisdom suggesting that all death inquiries should be conducted as a homicide investigation until the facts have proven differently, the Rwandan authorities confirmed suicide claim even before the evaluation of any basic facts, such as post-mortem report by a qualified medical examiner. Considering this flaw and many other irregularities to conduct a credible investigation in line with international legal standards, we call the government of Rwanda to launch an independent joint international inquiry without delay and to make public the investigation findings promptly.

As we continue to mourn the heartbreaking loss of Kizito Mihigo, we firmly believe that an independent joint international investigation between the Rwandan Government and independent non-governmental experts is of paramount importance. Such an initiative will bring closure to the cruel uncertainty we are stuck in now, restore the Rwanda police public trust and clear the suspicion of a staged murder of the 38-year old gospel singer who never had any known life-threatening behavior that would suggest suicide intent.

We, the undersigned, reaffirm our grave concern relating to the current flawed investigation into the controversial death of Kizito Mihigo, and, therefore, request a joint international inquiry following the international legal standards of investigation.
    Yours sincerely,

36 -Year- Old Rwandan Genocide Survivor Beheaded In a Suspected Hate Crime

PS: It was later discovered that this genocide survivor was killed by agents of the current government of Rwanda. He was suspected of having communicated with Diane Rwigara, another genocide survivor and woman who dared to challenge the long-serving president, Paul Kagame in the 2017 election.

Genocide survivor man was found dead yesterday in his native neighborhood of Nyamata, a dozen miles east of the capital Kigali. Police found his beheaded body lying on the ground, reported Rwanda’s local newspaper Igihe and umuseke.

Family relatives believe the victim, Jean-Paul Mwiseneza, was assassinated in connection with the genocide. Jean-Paul miraculously survived the genocide in 1994. He was left for dead among many corpses after receiving a machete blow that left a huge scar on his front head. Jean Paul and his sister were the only survivors in their immediate family.

His sister, Jaqueline Muhayimpundu, said it was not the first time his brother was targeted for murder since the 1994 genocide against the Tutsi in which his entire family perished.

    Mwiseneza2
Genocide survivor Jean Paul Mwiseneza, assassinated, beheaded, on June 10, 2019.

In 2007, Jean-Paul, who has been working as a prison guard over the last 9 years, was stabbed by unidentified people who left him for dead. Jean-Paul leaves a widow and one child.

Since the end of the genocide, hundreds of survivors have been murdered by released genocide convicts who live side by side with the survivors in Rwanda.
The number of killings targeting the survivors had drastically increased during the Gacaca courts era, from 2004 to 2012.

Activists believe that the killings against genocide survivors are often under-reported for it contradicts the Government narrative portraying Rwanda as a model of reconciliation in the aftermath of Genocide.
